JESA signs a contract for the modernization & reinforcement of the national power network and access improvement to electricity in Senegal.

• The Millennium Challenge Account-Senegal II (MCA-Senegal II) awards JESA and its partner Antea Group the Program Management services to strengthen the electricity transmission and distribution infrastructure in the city of Dakar and the central and southern regions of Senegal.

• This project reinforces JESA's strong ambition to contribute to the development of energy infrastructure in Africa with a view to strengthening local capabilities in the long term. It demonstrates the growing success of JESA's expansion strategy in Africa, as a major continental player in engineering, project management and consulting.

May 2020 - Dakar, JESA announced today that it has been awarded the Program Management and Environmental and Social Management Consultancy services ("MOSES" assignment - "Management Oversight Social and Environmental Support") by MCA-Senegal II, as part of the Senegal Energy Program (MCC Power Compact).

As part of this five-year program, JESA, in partnership with Antea Group, will provide project management services to MCA-Senegal II, in particular: assistance with the overall management of the program, review of designs and engineering studies, environmental and social management, assistance with the tendering process, and construction supervision. The end of the mission will coincide with the completion of the MCC Power Compact in the summer of 2025.

The transmission project is designed to upgrade the grid to the highest international reliability standards, with the aim of reducing the risk of power outage incidents while meeting the environmental and social standards of the IFC and MCC.

The project concerns the Greater Dakar metropolitan area, which accounts for about 60% of the country's electricity demand and 20% of its population.

The "Widening Access to Electricity in Rural and Peri-Urban Areas" project aims to increase the supply of and demand for quality electricity in rural and peri-urban areas of Senegal.


The Compact signed on 10 December 2018 between the Governments of the United States and Senegal, for a total amount of USD 600 million, consists of a grant from the Government of the United States of America of USD 550 million over five years and USD 50 million from the Government of Senegal . The ultimate objective of the Compact is to build the capacity of energy sector actors (Senelec, Ministries, Government Agencies), attract private sector investment, and finance infrastructure investments in the field of electricity transmission, as well as network extension to the benefit of low income and unserved businesses and households.
